Right. It used to be an old jingle in dumb commercials.
I think it’s he has ringworm (a fungal infection) and he’s tried to cure it and hide it with his collar but the other dog saw and is mocking him cause? Cause.
There was a series of TV commercials in the 70s for a laundry detergent that focused on “ring around the collar”. So I suspect it’s a spoof of one of those.
Those commercials were pretty common in the 80s (I wanna say it was for Tide), and yes, this is a direct reference to those.
“Wisk gets ring-around-the-collar and your whole wash clean.”
