You just have to be “substantially” European, according to whatever committee. Failing that, it’s possible to be in the EU in every way but officially. Norway and Switzerland have that situation.

Why would that matter? It’s a political and economical union, not a geographical one.
It’s literally one of their requirements.
Maybe not right now but requirements can be changed, especially in times of need.
