    When someone wins and they redistribute the excess votes for that person, how do they choose which votes get redistributed and which votes get discarded?

    Is done chronologically? Not sure how else to do it.

      I would assume by percentage. Also it would make sense to distribute ballots that have alternative numbers on it.
