Fines need to be payable, otherwise they are a joke. A large chunk of global revenue GDPR-style is a reasonable because it really hurts the profits but it’s still large enough that the company can pay it, and it will incentivize the company to change their practices. If the company (or anyone) gets a fine they can’t pay they will just ignore it, so it only makes sense if you want to kick out the company out of your country, in which case you should skip the extra steps.
